Legislative Change: Vehicle Crime Deterrence Act

Whereas, the use of vehicles in the commission of crimes poses a significant threat to public safety and the maintenance of law and order within San Andreas; and


Whereas, a comprehensive system of penalties and impoundment measures is necessary to deter individuals from repeatedly using vehicles in criminal activities; now, therefore,


Be it enacted by the Executive Branch of San Andreas:

 

Section 1: Point System and Penalties

1.1. Vehicle Crime Offense Points: A point system for vehicle-related crime offenses shall be established, wherein each offense shall carry a specific point value.

1.2. Point Values and Corresponding Penalties: The point values and corresponding penalties for vehicle crime offenses shall be as follows:

  • 1 Point: A fine of $1,000.

  • 2 Points: A fine of $2,000.

  • 3 Points: A fine of $3,000.

  • 4 Points: A fine of $4,000.

  • 5 Points: A fine of $5,000.

  • 6 Points: A fine of $6,000.

  • 7 Points: A fine of $7,000.

  • 8 Points: A fine of $8,000.

  • 9 Points: A fine of $9,000.

  • 10 Points: A fine of $10,000.

1.3. Cumulative Points: The points accrued for multiple offenses shall be cumulative, with the total points determining the corresponding penalty.

 

Section 2: Impoundment for Repeat Offenders

2.1. Repeat Offender Classification: Vehicles repeatedly used in criminal activities, including but not limited to robberies, speeding offenses, and other serious infractions, shall be classified as "Repeat Offenders."

2.2. Impoundment Procedure: Repeat Offender vehicles shall be subject to immediate impoundment upon accumulation of five or more points as specified in Section 1 of this Act.

2.3. Release Conditions: Release of impounded vehicles shall be contingent upon the payment of accrued fines corresponding to the points accumulated. Vehicle owners shall be responsible for settling all fines and fees before the release of their vehicles.

 

Section 3: Implementation and Enforcement

3.1. Enforcement Authority: The Los Santos Police Department (LSPD) shall be responsible for the enforcement of this Act, including the assessment of points and fines, as well as the impoundment of Repeat Offender vehicles.

3.2. Public Awareness: The Los Santos Police Department shall conduct public awareness campaigns to inform citizens about the provisions of this Act, emphasizing the consequences of vehicle-related criminal activities and the point-based penalty system.

 

Section 4: Reporting and Oversight

4.1. Annual Report: The Los Santos Police Department shall submit an annual report to the Executive Branch detailing the number of vehicle-related crime offences, the points assessed, fines collected, and the impoundment status of Repeat Offender vehicles.

 

Section 6: Point Reduction and Work-Off Program

6.1. Point Reduction Program: The Los Santos Police Department (LSPD) shall establish a Point Reduction Program to allow individuals to reduce the points accrued under this Act.

6.2. Eligibility: Individuals with points accrued may be eligible to participate in the Point Reduction Program, subject to Los Santos Police Department approval.

6.3. Methods of Reduction: The Los Santos Police Department shall determine methods by which individuals can work off points, which may include, but are not limited to, community service, educational programs, and safe driving courses.

6.4. Program Oversight: The Los Santos Police Department shall oversee the administration of the Point Reduction Program, including monitoring and verifying completion of required activities.

6.5. Reduction Limits: The Los Santos Police Department shall establish limits on the number of points that can be reduced within a specified timeframe.

6.6. Reporting: The Los Santos Police Department shall provide regular reports to the Legislature on the progress and effectiveness of the Point Reduction Program.

 

Section 7: Superseding Authority

7.1. Superseding Authority: This Act supersedes and prevails over all prior agreements, statutes, regulations, and documents related to vehicle crime deterrence, and associated activities within the jurisdiction of San Andreas. In the event of any conflict or inconsistency with such prior instruments, this Act shall take precedence and govern all matters related to vehicle crime deterrence within San Andreas.

 

Section 8: Severability

8.1. Individual Provisions: If any provision of this Act or its application to any person or circumstance is held invalid, the remainder of the Act or the application of the provisions to other persons or circumstances shall not be affected.

 

Effective Date: This Legislative Order shall take effect immediately upon issuance.
