Whereas, by the authority vested in me as Governor of San Andreas, and in pursuance of the state's interest to regulate and facilitate operations with all government contractors and government departments, it is hereby ordered as follows. The previous act, for clarity:
Acknowledging past concerns and challenges surrounding the utilisation of Prometheus, this Prometheus Defense Act is now enacted through a collaborative effort between Prometheus and the Governor. The Act is designed to address and rectify issues of misuse and overuse by certain entities. It seeks to establish a clear and transparent framework for interaction and cooperation among various law enforcement and emergency services agencies. This framework aims to uphold the principles of accountability, oversight, and efficient resource utilisation while safeguarding the rights and well-being of Los Santos residents. The ensuing sections delineate the specific provisions and responsibilities of each agency within this revised and collaborative framework.
Section One: Jurisdiction and Activation
1.1. The LSPD shall possess exclusive jurisdiction over all law enforcement matters and criminal investigations within its primary operational area. 1.2. Military Police deployment within LSPD jurisdiction is contingent upon formal authorisation by the Chief of LSPD or an equivalent high-ranking LSPD official. Authorisation may be granted in severely limited circumstances, including:
a. For responding to acts of terrorism when the LSPD's resources and expertise are insufficient.
b. In cases of treason, necessitating specialised investigative and enforcement capabilities.
c. When an external force poses an immediate threat to territorial integrity and sovereignty.
1.3. Upon initiation of Prometheus, the LSPD shall promptly declare the activation on all public communication channels to inform and maintain transparency within the community. 1.4. Military Police personnel may display weapons publicly only during imminent perilous situations, in strict accordance with rules of engagement and prevailing laws. 1.5. Full combat uniform usage is authorised exclusively during formally declared hostilities, significant civil disturbances, or grave protocol activation. Authorization follows established legal frameworks, with notification to civilian oversight bodies.
1.6. The Prometheus activations and Military Police deployment shall be subject to post-activation reviews and oversight by the Governor and the Executive Branch.
1.6.a If the LSPD are found to have activated the Military Police without due course or in violation of established protocols, they shall bear the costs of the activation as a department.
1.6.b. This provision aims to incentivize responsible and justified activations while safeguarding against misuse of resources.
1.7. Prometheus High Command may decline military intervention if it risks causing excessive harm or jeopardises public safety.
1.7.a. Military interventions are subject to a risk assessment to minimise potential harm.
1.7.b. Prometheus High Command consults with LSPD High Command and explores alternatives when declining intervention.
1.7.c. Decisions prioritise public safety above all else.
1.7.d. All decisions are documented and transparent, ensuring accountability.
1.7.e. Should LSPD and Prometheus not come to an agreement, the default will fall to LSPD to handle the situation without Prometheus support.
1.8. In cases where Prometheus assumes control due to the Reign of Fire Protocol, elections must be conducted within one week of the initial date to ensure a swift transition of power and civilian governance.
Section Two: The Los Santos Police Department
2.1. Prometheus may conduct searches and question officers when corruption allegations are reported or reasonably suspected.
2.2. Prometheus may arrest and detain high-ranking LSPD personnel if credible evidence implicates them in serious crimes or corruption. Such actions are subject to a full and impartial investigation. 2.3. LSPD High Command may request access to and utilisation of specialised equipment under the intervention set out in section 1.2 of this Act.
2.3.a. Compelling reasoning demonstrating its necessity for specific law enforcement operations must be provided. 2.4. LSPD High Command is authorised to request new equipment or modifications to existing resources, such as firearms and vehicles.
2.4.a. All requests of this nature should be made through the Governor, in order to ensure the correct budgetary considerations are made. 2.5. The LSPD and Prometheus shall maintain cooperation. It is the role of the Defence Secretary to maintain communication.
Section Three: San Andreas Medical Services
3.1. San Andreas Medical Services covers all medical staff, whether paramedics, nurses, doctors and the San Andreas Fire Rescue. 3.2. Prometheus may conduct searches and question Medical Staff when corruption allegations are reported or reasonably suspected.
3.3. Prometheus may arrest and detain high-ranking EMS personnel if credible evidence implicates them in serious crimes or corruption. Such actions are subject to a full and impartial investigation. 3.4. EMS, fire rescue, and hospital High Commands may request military guards or protection as outlined in Section 1.2. of this Act.
3.5. EMS, fire rescue, and hospital High Command can request access to and use of specialist equipment by providing compelling reasoning as outlined in Section 1.2. of this Act, demonstrating its necessity for specific emergency and medical operations.
4.6. SAMS High Command is authorised to request new equipment or modifications to existing resources, such as firearms and vehicles.
4.6.a. All requests of this nature should be made through the Governor, in order to ensure the correct budgetary considerations are made.
Section Four: Three Factor Authentication
4.1. For the purposes of this Act, "military action" refers to any operation or deployment involving the use of force, military personnel, weaponry, or any action that could potentially escalate or result in significant consequences, including but not limited to armed confrontations, tactical operations, or the activation of specialised military units.
4.2. All Prometheus military actions, as defined above, require approval from at least one member of LSPD High Command, Prometheus Command and the highest-ranking government official available.
4.3. In exceptional circumstances, the Director or Deputy Director of Prometheus can override the standard authorization process in cases of overwhelming threats or suspected government corruption.
4.4. All three factor authentication protocols must be submitted in writing, by either the Los Santos Police Department, The Executive Branch, or Prometheus.
Section Five: San Andreas Government
5.1. All government officials must undergo comprehensive background checks conducted by Prometheus to ensure their suitability for public office.
5.2. Prometheus may conduct searches and question government officials when corruption allegations are reported or reasonably suspected.
5.3. Prometheus may arrest and detain government officials if credible evidence implicates them in serious crimes or corruption. Such actions are subject to a full and impartial investigation.
5.4. The Governor may be granted access to Prometheus technology upon providing compelling reasons demonstrating its necessity for the effective governance of the state.
5.5. The Governor shall have access to a special residence created by Prometheus during their term in office. This residence must be relinquished upon the conclusion of their gubernatorial term.
Section Six: Emergency Protocols 6.1. Reign of Fire Protocol: In the event of the Governor's death, arrest, complete inability, or unwillingness to fulfil their duty, Prometheus shall assume full military control of the state.
6.1.a. End of Days Protocol: A special election shall be initiated, with a resolution required within one week from the initial date. Following the election, Prometheus will withdraw all military forces from the state.
6.2. ORDER Protocol: In the presence of an overwhelming threat to the city that exceeds Prometheus's capabilities, all Prometheus weapons shall become available to the public and LSPD for immediate self-defence.
6.2.a. Should section 6.2. Fail, section 6.4 will be initiated.
6.3. The Harvey Protocol: If any organised military force, other than the US Army or Prometheus, lands with military power, posing threats to state security, Prometheus and the US Army shall jointly respond and eliminate the hostile force.
6.4. Osterhagen Protocol: In the face of a threat more dreadful than death, resulting in widespread suffering, Prometheus shall activate a chain of eight nuclear warheads located on Isla De Muerta - Sector 257.
Section Seven: Freight & Shipping
7.1. Prometheus shall be responsible for overseeing and managing all imports and exports for the state of Los Santos.
7.1.b. This oversight shall extend to the inspection, regulation, and documentation of goods entering and leaving the state's jurisdiction.
7.1.c. Prometheus shall work in coordination with relevant federal and international agencies to ensure compliance with trade laws, regulations, and security measures.
7.2. Prometheus shall be tasked with the protection and security of ports, harbours, and shipping routes within the state of Los Santos.
7.2.b. This responsibility includes the detection and prevention of illegal activities, such as smuggling and trafficking, that may occur through these maritime channels.
7.2.c. Prometheus shall collaborate with other law enforcement agencies to safeguard the state's maritime interests.
7.3. Prometheus shall facilitate lawful trade and commerce by streamlining customs and inspection processes at ports of entry and exit.
7.3.b. The agency shall work to expedite the movement of goods and ensure that legitimate businesses can operate without undue hindrance while maintaining the highest standards of security.
7.4. Prometheus shall maintain comprehensive records of all imports and exports, including cargo manifests, shipping documentation, and customs declarations.
7.4.b. Regular reports on trade activities, including potential security threats and anomalies, shall be submitted to relevant state authorities for review and action.
7.5. Prometheus shall collaborate with international customs and trade agencies to promote the lawful and efficient flow of goods across borders.
7.5.b. The agency shall participate in international agreements and initiatives aimed at enhancing trade security and compliance.
7.6. Prometheus's actions and decisions regarding imports and exports shall be subject to oversight and review by appropriate state and federal authorities.
7.6.b. Transparency in trade-related activities shall be maintained, and any instances of impropriety or misconduct shall be promptly investigated and addressed.
Section 8: Superseding Authority
8.1. This Act supersedes and prevails over all prior agreements, statutes, regulations, and documents related to vehicle crime deterrence, and associated activities within the jurisdiction of San Andreas. In the event of any conflict or inconsistency with such prior instruments, this Act shall take precedence and govern all matters related to Prometheus within San Andreas.
Effective Date: The new form of this Act will take place immediately.
